Florida Harm Reduction Collective (FLHRC)

Florida Harm Reduction Collective (FLHRC) is a statewide nonprofit organization dedicated to advancing public health and reducing harms associated with drug use, incarceration, and stigma by providing vital harm reduction services, advocacy, education, and support throughout Florida. Centered on evidence-based practices and community-led solutions, FLHRC works collaboratively with syringe services programs, recovery organizations, grassroots overdose response groups, medical and behavioral health providers, and other partners to expand access to lifesaving resources such as naloxone distribution, rapid HIV/Hepatitis C testing, recovery support, and harm reduction education.

Our mission: “To transform public health by meeting people who use drugs and communities where they are through syringe access, overdose prevention, recovery support, and comprehensive care,” guides every initiative — from statewide outreach and technical assistance to educational workshops and statewide conferences that bring stakeholders together to strengthen harm reduction networks. By centering the voices and lived experiences of people most affected by drug use and systemic barriers, FLHRC strives toward a future free of HIV, Hepatitis C, overdose deaths, and infectious disease transmission, while promoting dignity, autonomy, and equitable health outcomes for all.
